A New Labour project revisited: New SKOPE Research Paper published

The latest SKOPE Research Paper explores the thinking behind and the outcomes that resulted from the New Labour Government’s attempts to boost adult workplace learning – particularly Train to Gain (T2G).  With adult and lifelong learning rapidly re-emerging as a policy issue, and with the current government piloting a National Retraining Scheme in Liverpool, there is good sense in trying to see what has been tried in the past and what did and didn’t work.  The paper seeks to explain why the training offered under T2G on the whole did not succeed in empowering low paid workers in the labour market and the lessons that this provides about the role of qualifications in helping workers at the lower end of the labour market to progress.
