The French secondary education system is often portrayed as a paragon of centralization organized around the notion of territorial equity. The talk investigates the extent to which secondary education policy has actually led to territorial uniformity. By looking at policy-making before and after the decentralization laws of the early 1980s, one shows that the central state itself has challenged territorial equity, while regional governments have developed policies that achieved uniform outputs.
